In 1985, the Finger Lakes Developmental Disabilities Services Office initiated the organization of the Monroe Training Consortium. The main focus of the Monroe Training Consortium was to develop core training curricula that would be used by all area agencies.

In 1992, the consortium reorganized into the Developmental Disabilities Education Network (DDEN). The DDEN has a rich history of being a member driven organization, and for affording service providers the opportunity to share best practices and enhance the skills of their workforces, which collectively represent over 10,000 employees.
 
In March 2005, DDEN became a division of Heritage Christian Services, a thriving human services organization that supports more than 1,400 children and adults with developmental disabilities. In September of 2008, the DDEN rebranded itself as The Center for Human Services Education.
